On Nov. 14, 18 Ph.D. students and one master’s student took on the challenge of explaining these topics and others during the final round of Georgia Tech’s annual Three Minute Thesis (3MT) Competition.
First prize and a $2,000 research travel grant went to Paola Zanella, a doctoral student in Aerospace Engineering, for her presentation, “Mitigation of Helicopter Accidents Related to Loss of Tail Rotor Effectiveness.”

The portal is a tool that F-1 students on Post-completion Optional Practical Training (OPT) or science, technology, engineering and mathematics (STEM) OPT can choose to use to report changes to their home address, telephone number and employer information. As a F-1 visa holder on Post-completion or STEM OPT, you will be eligible to use the portal.
In the near future you may receive an email with instructions on creating a portal account. This email will come from do-not-reply.sevp@ice.dhs.gov (this is not a scam!) If you do not see the email, check your spam or junk mail folder. If you do not receive an email from SEVP, you may update your email and contact information through iStart.
The SEVP Portal will allow you to:
View details about your post-completion or STEM OPT.
Report changes to your address, telephone and employer information.
View and update data on all your employers.
Please keep in mind that the SEVP Portal is NOT access to SEVIS. Any data updates you make in the portal will be sent directly to the Student and Exchange Visitor Information System (SEVIS).
The use of the SEVP Portal is not required, it is optional. The Office of International Education strongly recommendsthat students continue to use iStart to report changes and updates via e-form submission, and DSO’s update SEVIS records accordingly. USCIS will enter credit card data into the Pay.gov system, operated by the U.S. Department of the Treasury, and will then destroy the Form G-1450 to protect the credit card information.
Applicants for naturalization and those renewing or replacing their Green Cards can already use a credit card when they file online at uscis.gov. In addition, USCIS has been accepting credit card payments for naturalization forms filed at Lockbox facilities since 2015.

Congress will continue to meet to try to come to a funding agreement.
In the meantime, federal government offices that are not fee-funded or designated to continue operations because they offer security or other essential services will generally have to shut down and furlough most workers, until a deal is struck.
The immigration process is largely fee-funded or related to security operations, however, and so most immigration operations will continue except as described in this NAFSA article.

The Supreme Court of the United States (SCOTUS) stayed preliminary injunctions that had partially blocked the (partial or full) travel restrictions on entry to the U.S. from being enforced under Proclamation 9645 associated with Section 2(e) of the Executive Order 13780. The SCOTUS decision authorizes the U.S. government to enforce travel restrictions on all eight countries while appeals in the Ninth and Fourth Circuits, or any further SCOTUS review, are in proceedings.
All students and scholars should review the OIE Guidance; nationals from the eight countries listed are advised to seek immigration counsel before planning any international travel.

Individuals can also apply for a visa at another U.S. embassy or consulate outside of Turkey.

This decision will result in section 2(c) being enacted except under certain conditions. It is expected to be enforced within 72 hours and will result in the travel ban for individuals from Iran, Libya, Somalia, Sudan, Syria, and Yemen “who lack a credible claim of a bona fide relationship with a person or entity in the United States.”
In addition, the Court formally lifted the injunction on the section outlining the government's study which could lead, under section 2(e) of the executive order, to an indefinite ban on entry by nationals of countries that do not provide the U.S. government with sufficient information on citizens who are applying for U.S. visas or immigration benefits.
While the Court cited several examples of such “bona fide relationships” — such as students admitted to a U.S. college or university or individuals employed by U.S. entities — further guidance from the State Department is needed regarding full application of these rules. The Supreme Court will hear arguments on this case in October, and a final decision is expected during the 2017-18 academic year.

Sometimes they tell individuals that there is a legal case, an affidavit, and/or allegations against them.
If you receive a call demanding personal information or payment, hang up immediately. If you want to check the status of your case, you may:

The Institute will engage and support 20 bright young undergraduate students from the United States and Canada who are eager to provide an important youth perspective on Canada’s role in the world (and on Canada-U.S. relations).
Participants will travel to Ottawa and Quebec City to meet with foreign policy experts, academics, Canadian diplomats, senior officials in government, and media representatives, for ten days of discussion, policy formulation, and participation in cultural activities. Travel, accommodation, and related expenses will be covered.
1. Participants must be citizens of the United States or Canada, or permanent residents in Canada.
2. Participants must be enrolled in a recognized post-secondary institution, have completed at least two years and be registered to return for the 2017-2018 academic year, and be in good academic standing.
3. Participants must be at least 19 years of age by the start of the program and hold a valid passport.
In addition, ideal candidates will demonstrate the following:
✓ a clear and compelling interest in Canada and in global issues,
✓ the ability to think critically and engage in respectful discussions with experts and peers, and
✓ a commitment to community engagement.
Requirements

2. Successful students must be willing to participate in the full week of planned activities (September 30-October 8, 2017). Further, the students are expected to be respectful of the other participants and speakers. If the students fail to comply with these expectations they will be asked to leave and any costs accrued to modify travel arrangements will not be covered.
3. Following the program in Ottawa, by agreeing to participate in the institute, the students also agree to participate in the development of a policy brief that will lay out a vision for Canada’s role in the world, which will then be reviewed by Fulbright Scholar subject experts, sent to the Office of the Prime Minister, and published in an open-access journal.
Selection Process
A Selection Committee made up of representatives from Fulbright Canada, its partner universities, and the Government of Canada will choose candidates based on their academic standing, the strength of their personal statement, responses to theme-based questions, and recommendations letters. Furthermore, Fulbright is committed to promoting diversity-factors such as province/state of origin, field of study, and ethnic background will also be considered.

USCIS will begin issuing the new cards on May 1, 2017.
These redesigns use enhanced graphics and fraud-resistant security features to create cards that are highly secure and more tamper-resistant than the ones currently in use.
The new card designs demonstrate USCIS’ commitment to continue taking a proactive approach against the threat of document tampering and fraud. They are also part of an ongoing effort between USCIS, U.S. Customs and Border Protection, and U.S. Immigration and Customs Enforcement to enhance document security and deter counterfeiting and fraud.
The Redesigned EAD Cards will:
Display the individual’s photos on both sides;
Show a unique graphic image and color palette:
Green Cards will have an image of the Statue of Liberty and a predominately green palette;
EAD cards will have an image of a bald eagle and a predominately red palette;
Have embedded holographic images; and
No longer display the individual’s signature
How To Tell If Your Card Is Valid
Some EADs issued after May 1, 2017, may still display the existing design format as USCIS will continue using existing card stock until current supplies are depleted. Both the existing and the new EADs will remain valid until the expiration date shown on the card.

USCIS has also received a sufficient number of H-1B petitions to meet the U.S. advanced degree exemption, also known as the master’s cap.
USCIS received 199,000 H-1B petitions during the filing period, which began April 3, including petitions filed for the advanced degree exemption. On April 11, USCIS used a computer-generated random selection process, or lottery, to select enough petitions to meet the 65,000 general-category cap and the 20,000 cap under the advanced degree exemption. USCIS will reject and return all unselected petitions with their filing fees, unless the petition is found to be a duplicate filing.
The agency conducted the selection process for the advanced degree exemption first. All unselected advanced degree petitions then became part of the random selection process for the 65,000 cap.
As announced on March 3, USCIS has temporarily suspended premium processing for all H-1B petitions, including cap-exempt petitions, for up to six months. USCIS will continue to accept and process petitions that are otherwise exempt from the cap. Petitions filed on behalf of current H-1B workers who have been counted previously against the cap will also not be counted towards the congressionally mandated FY 2018 H-1B cap. USCIS will continue to accept and process petitions filed to:
* Extend the amount of time a current H-1B worker may remain in the United States;
* Change the terms of employment for current H-1B workers;
* Allow current H-1B workers to change employers; and
* Allow current H-1B workers to work concurrently in a second H-1B position.

On March 15, 2017, the U.S. District Court in Hawaii issued a nationwide temporary restraining order preventing the government from enforcing Executive Order 13780. The Office of International Education continues to monitor the situation, and will provide information and resources as needed.
OIE Guidance:
Students and scholars from the six countries (Iran, Libya, Somalia, Sudan, Syria, and Yemen) who are already in the U.S., may travel abroad with a valid visa. Visa processing for individuals from the six countries listed remains possible but with uncertainty.

The order will take effect March 16.
Like the Jan. 27 executive order, it has the potential to affect students, faculty, and staff at universities throughout the U.S., including Georgia. Leaders from several departments within Georgia Tech have already begun a coordinated effort to review the order to assess possible impact.
“As with the last executive order, we are working to assess how it might impact the Georgia Tech community,” President G. P. “Bud” Peterson said in a statement. “We are a global university, attracting some of the world’s best scholars, researchers, and teachers. As we recognize the valuable contributions our international students, faculty, and staff make to the success of our institution, we also value you as individuals. In the 2015/2016 academic year there were 1,043,839 international students enrolled in a US university, 21,122 enrolled in a university in Georgia, and 4,073 enrolled at Georgia Tech. Each year NAFSA: Association of International Educators releases a report that details the economic benefit of international student enrollment to the United States. This year international students contributed $32.8 billion to the US economy and created or supported 400,812 jobs. For every seven international students enrolled, three US jobs are created and supported by spending occurring in the higher education, accommodation, dining, retail, transportation, telecommunications, and health insurance sectors. In Georgia, international students contributed $683.4 million and created or supported 9,482 jobs. Georgia Tech international students contributed $160.7 million and created or supported 2,758 jobs. The economic contributions of international students are in addition to the immeasurable academic and cultural value these students bring to our campuses and local communities.

Our team was made up of OIE staff, international students, and GT students who have studied abroad. We woke up bright and early to meet up at the Campanile and enjoy a warm breakfast before we got to work.
OIE was assigned to the Jerusalem House along with the GT Young Alumni Association. 46 people participated, and OIE had 22 students and 4 staff members attend. The Jerusalem House works to provide housing and healthcare for low-income and homeless individuals and families around Atlanta. For two hours we helped the Jerusalem House with landscaping and cleaning: mulching, cutting bushes, raking leaves, cleaning the kitchen, and washing windows.

C2D2 and OIE have worked together to review the institutional practices and policies related to undergraduate internships and CPT. In an effort to support F-1 visa holders and to keep policies and procedures impacting graduate and undergraduate students consistent whenever possible, several changes have been made which impact undergraduate students who will participate in the C2D2 internship program. Most importantly, undergraduate students who participate in the C2D2 internship program, much like the co-op program, will be eligible to apply for Curricular Practical Training (CPT) off-campus work authorization. The change in policy and procedures will ensure students receiving internship offers for summer 2016 have time to work with C2D2 to register their internship. C2D2 is responsible for reviewing internship positions and for submitting the CPT request for the OIE to review and determine eligibility for the work authorization. Students are advised to review the OIE website (oie.gatech.edu/cpt-CPT) as well as the C2D2 website for additional detail and to meet with an advisor in C2D2 with questions about the internship program or OIE with questions about CPT work authorization.

US Customs and Border Protection requires F and J visa holders to have a signature from an ISSS international student advisor on the form I-20 (pg. 3) or DS-2019 (bottom, right) in order to re-enter the US during their program. Signatures are valid for 12 months and a student can use the signed I-20 or DS-2019 multiple times to re-enter the US while the signature is valid. ISSS international student advisors are able to sign an I-20 or DS-2019 for travel after reviewing the immigration record and academic status of the student, as well as ensuring the student has information to prepare for the travel and visa interview (when applicable).
We are nearing the end of the semester, when many students travel outside the US. ISSS has instituted a new travel signature e-form in iStart to ensure that advisors have appropriate information to process the travel signature, ensure a timely signature for students traveling, and ensure greater efficiency in managing this common request. With the introduction of this e-form, the OIE front desk will no longer take I-20s or DS-2019s at the front desk for a travel signature. Instead, students should log into iStart and provide relevant details about the upcoming travel in the new ‘Travel Signature Request’ e-form for F-1 students or the ‘Travel Validation Request’ for J-1 students. Travel e-form submissions will be reviewed daily and processed in the order they are received. Students will then be notified via an approval email to bring their I-20 or DS-2019 anytime during walk-in advising hours so an advisor can sign it. Walk-in advising hours are Mondays, Tuesdays, Thursdays and Fridays 8:30am-11:30am and 1:30pm-4:30pm except during Georgia Tech holidays.
We hope this new system will cut down on multiple visits to the office and save both you and the OIE time! The best time to submit this e-form is right after a plane ticket is purchased, not days or hours before you travel! Waiting to submit the travel e-form may result in less time than necessary for the ISSS to process your request before your flight. In other words, submit the e-form early!

USCIS will no longer accept H-1B petitions subject to the FY 2014 cap or the advanced degree exemption.
USCIS will use a computer-generated random selection process (commonly known as the “lottery”) for all FY 2014 cap-subject petitions received through April 5, 2013. The agency will conduct the selection process for advanced degree exemption petitions first. All advanced degree petitions not selected will be part of the random selection process for the 65,000 limit. Due to the high number of petitions received, USCIS is not yet able to announce the exact day of the random selection process. Also, USCIS is currently not providing the total number of petitions received, as we continue to accept filings today. USCIS will continue to accept and process petitions that are otherwise exempt from the cap.
