Arrow was born in New York City in 1921.\u0026nbsp; He received his bachelor\u0027s degree from the City College of New York (1940) and his M.S. (mathematics, 1941) and Ph.D. (economics, 1951) from Columbia University. He served as weather officer (captain) in the Air Force (1942-6).
