The property is bordered by one of the Waterworks reservoirs. Westplan would call the project Aspire Waterworks, according to the city of Atlanta. It could include as many as 160 units, say commercial real estate executives familiar with the project. For years, the West Side neighborhoods have seen an infusion of new housing, restaurants and shops led by developers such as Jamestown, among others.
