This dissertation compares changes\u003C\/p\u003E\u003Cp\u003Ein finance, skill development and corporate governance institutions, all of\u003C\/p\u003E\u003Cp\u003Ewhich are critical to the bioscience industry, as part of countries\u2019 strategic\u003C\/p\u003E\u003Cp\u003Eresponses to global technological and economic shocks. Because regions within\u003C\/p\u003E\u003Cp\u003Ecountries increasingly design their own economic institutions, this research also\u003C\/p\u003E\u003Cp\u003Ecompares the industrialized provinces of Quebec and Ontario as well as the Atlantic\u003C\/p\u003E\u003Cp\u003ECanadian provinces of New Brunswick, Newfoundland, Nova Scotia and Prince\u003C\/p\u003E\u003Cp\u003EEdward Island and their aspiring bioscience industries. Two factors help\u003C\/p\u003E\u003Cp\u003Eexplain institutional change and the different configurations: degree of social\u003C\/p\u003E\u003Cp\u003Elearning \u2013 disruptive or incremental, and, type of iterative bargaining \u2013\u003C\/p\u003E\u003Cp\u003Ecoordinative or fragmented. These variables in turn are impacted by the presence\u003C\/p\u003E\u003Cp\u003Eand type of knowledge-oriented policy community. Within each case I examine the\u003C\/p\u003E\u003Cp\u003Emechanisms through which the social learning and iterative bargaining process\u003C\/p\u003E\u003Cp\u003Eoccurs in response to two global shocks: the 1980s discovery and use of rDNA\u003C\/p\u003E\u003Cp\u003Etechniques as well as the 2008 global financial crisis.
