Taylor spoke at the Columbia University School of International and Public Affairs, the New York University Center for Urban Science and Progress, and the George Mason University Mercatus Center.

The book provides readers with an introduction to the debates over national science and technology competitiveness, synthesizing over 50 years of theory and research on national innovation rates.
