The $750,000 ceiling was designed to\u003Cbr \/\u003E\nnarrowly tailor the SDB Program in response to the US Supreme Court\u0027s decision in the case of Adarand.\u003Cbr \/\u003E\nWhile the modification was intended to restrict the access to federal preferential procurement to\u003Cbr \/\u003E\ndisadvantaged business owners, in practice the ceiling has severely constrained the capacity of\u003Cbr \/\u003E\nparticipating firms.
