  <title><![CDATA[Kosal Speaks in Australia on Emerging Technologies]]></title>
  <body><![CDATA[<p>Ivan Allen College Sam Nunn School of International Affairs Associate Professor&nbsp;<a href="http://www.inta.gatech.edu/people/person/429f1154-f693-5bea-bae2-74ea021767ac" target="_blank">Margaret E. Kosal&nbsp;</a>spoke on &ldquo;Emerging Life Sciences: New Challenges to Strategy &amp; Diplomacy&rdquo; at the&nbsp;Symposium on the Ethical, Legal and Social Implications of Emerging Military Technologies held at the&nbsp;<a href="http://law.unimelb.edu.au/">University of Melbourne Law School</a>, 29 - 30 May 2017 in Melbourne Australia.</p>

<p>&nbsp;Kosal&rsquo;s talk explored the relationships between emerging science and technology (S&amp;T) and diplomacy as part of overall national foreign policy, especially in the inter-connected, complex world of the early 21st Century. She discussed approaches and challenges to science (and technology) diplomacy and how it is linked to foreign policy and national security aims, including organizational structures (such as Track I &amp; II diplomacy), bureaucratic politics, risk, public engagement, and governance challenges of balancing realization of the beneficial implications of emerging S&amp;T while minimizing the potential harm and other threats.</p>

<p>&nbsp;The Symposium was organized by PREMT, the&nbsp;<a href="http://www.premt.net/">Program on the Regulation of Emerging Military Technologies</a>, a research venture run out of Melbourne Law School that studies and advises on the legal, ethical, and social implications of new and emerging technologies and the armed forces.</p>
