<p>Brock spoke about the development and power of Black Twitter, which the article calls &quot;a&nbsp;particular collective of black identities and voices on Twitter taking part in collective, culturally specific jokes and dialogues that affect the community,&quot; ranging from memes to political commentary.</p>
