<p>The second &ndash; which we term the &lsquo;incumbent turnover&rsquo; channel &ndash; posits that the failure to complete projects is driven by the fact that elections frequently produce a change in the identity of the MP representing a given constituency. A newly elected MP may not be able to take credit for projects proposed by her predecessor and may therefore be reluctant to exert much effort to ensure the completion of such projects.&nbsp;</p>
