The paper was based on comments that were prepared for the December 2019 Moscow meeting on reducing nuclear risks during great power competition, which was co-organized with the Center for Strategic \u0026amp; International Studies (CSIS).\u003C\/p\u003E\r\n\r\n\u003Cp\u003EFounded in April 1994, the PIR Center performs research, consulting services, educational, public awareness and publishing activities.
